Feds Say The U.S. Is Not Spying On Mexico

A former major border security contractor in Texas once described aerial surveillance operations to state officials as "spying on Mexico."

The memo was given to Department of Public Safety officials in 2010. The agency has since distanced itself from the contractor and says it "unequivocally rejects" the reference to spying.

Abrams Learning and Information Systems was once a key DPS partner. The Virginia-based company received $20 million in no-bid contracts to bring military sensibility to border security efforts.

That contract was dropped in 2012 and later received scrutiny from public corruption prosecutors in Austin.

It's unclear how far into Mexico surveillance may have occurred. DPS officials say they had no information to speak directly to the mission described in the documents.
