Former UT-San Antonio Manager And Contractors Charged In Bid-Rigging

A former University of Texas at San Antonio project manager and three contractors face various charges, including mail fraud and bribery, for their alleged involvement in a bid-rigging scheme to defraud the school of more than $1 million.

The San Antonio Express-News reports James Paul Council, ex-project manager at UTSA and contractors Alfredo Romero Gonzalez, Magin "Buddy" Villalon and his former wife, Sarah Ann Luna, turned themselves in as of Friday and were to enter not guilty pleas.

Each of them faces up to 20 years in prison.

Council told the newspaper earlier this year he agreed to steer jobs of under $25,000 — which do not require a strict bidding process— to the contractors in exchange for kickbacks because he needed to finance a messy custody battle.
