Santa Fe, NM – Governor Bill Richardson's administration is developing a plan to limit greenhouse gas emissions in the state. The plan is based on the recommendations of a climate change panel he put together. But as KUNM's Jim Williams reports from Santa Fe, one prominent environmental advocate who sat on that panel is now pushing a more ambitious proposal of his own.
