President: Progress "Not Always A Straight Line" On Immigration

President Barack Obama says that when it comes to achieving a comprehensive overhaul of immigration laws progress is 'not always a straight line.'

He says that despite his executive actions on immigration, Congress still needs to pass legislation to make more permanent changes.

Obama reflected Tuesday during a large Cinco de Mayo gathering at the White House on the obstacles that have impeded his efforts to allow immigrants illegally in the United States to stay under certain conditions.

Obama took action in November that could spare up more than 4 million immigrants from deportation. The effort has been held up by federal court order.

He said: "Sometimes you have to take this turn and that turn, go over this mountain and that valley."
