Sheriff Seeks Fugitive

Las Cruces – The Dona Ana County Sheriff's Department is asking for the public's assistance in locating an individual wanted for Second degree kidnapping and other related criminal charges stemming from a Domestic incident.

A warrant has been issued for the arrest of RALPH LIRA, age 19, of Odessa, Texas, charging him with Kidnapping in the Second Degree, Aggravated Battery Against a Household Member, Battery Against a Household Member, Interference with Communications and Criminal Damage to Property.

Bond has been set at 250,000.00, cash.

LIRA is described as being five feet, ten inches, weighing 145 - 165 pounds, with brown hair and green eyes.

LIRA'S vehicle is described as Maroon Chevy Crew Cab 4 door Silverado, displaying Texas License Plate 27YSY6.

LIRA allegedly held the Victim, his girlfriend, age 26 and her two month old daughter at bay, for approximately two hours at her residence located on the East Mesa early Sunday morning, between the hours of 2:00 a.m. and 4:00 a.m., until she was finally able to flee from the residence and run to a neighbor, who called 911.

During the two hours the Victim was being held, LIRA, according to the Victim, strangled her to the point that she was about to lose consciousness, as she held her child in her arms, leaving visible impressions on her neck.

The two month old child was not harmed.

LIRA may have fled back to Odessa, Texas where he currently resides.
