Special Session Over Wind Insurance?

Texas – Gov. Rick Perry says there will be a special session if the Texas Legislature can't reach a deal on reforms to a wind insurance program.

Perry said Saturday he will call lawmakers back to the Capitol later this summer if "we don't get a good bill" changing the Texas Windstorm Insurance Association, which is the insurer of last resort for those living in hurricane-prone and severe thunderstorm areas.

The holdup is whether policy holders whose claims are denied can win punitive damages if they win a court challenge. The Senate plan would allow punitive damages, which senators say Perry does not agree with.

Perry described the negotiations as "difficult."

The session ends Monday.
