The Texas Attorney General's Office says a fund that paid University of Texas law professors millions in extra compensation lacked transparency and violated school rules.
A copy of the AG's report obtained Friday by the Austin American-Statesman says loans, mortgages, housing allowances and other financial incentives helped to attract and retain faculty.
The payments were deferred compensation packages that the dean of the law school and about 20 professors received if they stayed on the job for specified periods of time. The disclosure of the loans in 2011 sparked a faculty uproar and the dean's resignation.
Regents Chairman Paul Foster said in a statement that the report "will be addressed."
The findings echo a 2012 report by the then general counsel of the University of Texas system.
