Fugitive Arrested In El Paso After 22 Years On The Run

EL PASO, Texas (AP) — Federal marshals say a man hiding out in Mexico for two decades to avoid a drug trafficking sentence has surrendered to U.S. authorities after a months-long negotiation.

Luis A. Munoz (moon-YOHZ') was taken into custody at a West Texas border bridge. The 57-year-old Vietnam veteran was arrested Monday while wearing a military uniform, a condition he set for his surrender.

Munoz's years as a fugitive began in 1990, when he failed to appear at his sentencing hearing in Chicago after a federal jury convicted him on a cocaine trafficking charge. He was free on bond at the time.

U.S. marshals learned his telephone number in Mexico and opened negotiations to persuade him to return to the United States.
