Las Cruces, NM – New Mexico Governor Bill Richardson is challenging a decision by the Environmental Protection Agency. According to a press release from the governor's office, Richardson and governors from thirteen other states mailed a letter to the epa administrator. The letter is expressing their disappointment in the dismissal of a waiver that would have allowed states to reduce greenhouse gas emissions from cars.
