To quote the 2016 Statewide Town Hall report on Economic Security and Vitality for New Mexico, “High unemployment, low job creation, high poverty, shrinking population and poor education. These markers comprise what could be called the “Forbidden Five” for any state seeking to build a strong workforce. New Mexico is battling all of them.
